New development candidate system launched

1. All users with less than 5 historical approved uploads (up to VIP, which can be released directly above VIP) need to add candidates. After the number of qualified uploads exceeds 5, candidates are no longer needed;
2. The candidate torrent needs to have all the official torrent information filled in. After adding the candidate, the seed developer and above the seed approval level can download the torrent, and the other users can't download it. The tracker will return the (waiting for administrator approval) reminder until it is approved to the main area;
3. If the user has too many errors in the torrent information, or refuses to modify the stored wrong torrents, the seed count will be cleared, and the subsequent torrent will be forced into the candidate area, and the direct release permission will not be obtained until five qualified uploads are released;
