IRC announce channel update

Some of you may have noticed that our IRC announce channel has been broken for the past week or so. We've been working hard to get things fixed and decided that while we were at it some upgrades were in order. So, in no particular order:

Categories have been removed from announcements (duplicated in tags)
Torrent Size has been added
Tags have been added

New torrent announces look something like this:
My Torrent Title Here - Size: 5GiB - Uploader: anon - Tags: anal,bj,hd,hardcore - https://www.empornium.me/torrents.php?id=123456

Our AutoDL tracker file has been updated to reflect these changes and a PR has been sent to the AutoDL-IRSSI project to include this change in their next release.
