HTTPS Tracker

This is enabled by default for new users. Existing users can enable this by accessing their settings and checking the box as seen in the screenshot above -- very last option in the "Torrent Settings" section.

As usual, yell at me if there's any issues (especially with downloading torrents using the HTTPS tracker endpoint.) Discord #site-support is likely the best place for quick turnaround. Additionally, there's a site ticket open at here.
